Pullet not gaining weight

These 2 are sisters, about 20 weeks old. Until about 6 weeks ago, they were the same size. The one in question is the small one. It just doesn't seem like she is developing right. She runs around with all the other girls, and keeps up fine. Actually, she's pretty fast and crafty; she usually ends up being one of the 1st to run away with a treat. Her crop is empty in the morning and full every evening. When I hold her though, it's like holding a carcass with feathers. She doesn't have anything on her bones at all, but her head and feet are huge! I checked her thoroughly for mites and lice, and give them pumpkin seeds regularly for worms. I have also done in-depth examinations of poopies to check for any weirdness and haven't found anything to cause alarm. Her sister is also feathering nicely, her tail feathers are growing in and she looks nice. The small one is not getting all of her big girl feathers. What could be going on with her? Why is she so scrawny? Could this be this be normal?



 
I really don't have any idea - maybe someone will see it that can tell you.

My first thought might be that the small one is a bantam, but the size difference would have always been there. We had one Orpington pullet once that was quite a bit smaller than the others, but maybe not that much smaller. It sounds as though she's healthy, so that's good! :)
 
I know she's not a bantam, but if she were I would be asking why her head and feet are so big! We've started calling her Bloody Big Head. She and the other are from the same parents and the same clutch. She acts fine, but I know that a lot of people have had issues that they were not aware of until it was too late.

My guess is that this is a genetic issue. Out of a batch of 12 chicks I had one that didn't grow or thrive and she died before laying age. It is sad to see, but it happens.
