Pullet or Roo?

The chicks are 10 weeks old now and still unsure on this one.
S/he has the 3 rows in it's comb and I'm starting to see green feathers in the tail, but no red waddle, no spurs, and no crowing.
???
S/he is the sweetest bird, definitely not aggressive. I really want it to be a hen because that's all we are allowed in the city, but I don't know.
What do you think?

I vote pullet, like they said, it's lacking wattles. Also, what breed is this? It's looking very similar to one I have now.

It also looks like it's bearded. It can be hard to sex breeds with beards because there's usually not much wattle growth. At 10 weeks, with that comb, I'm going to say cockerel. Hope my guess is wrong though!

It is either straight Welsummer or Welsummer Ameraucana cross.
Her/his comb hasn't grown much in the 5 weeks we have had them

I was told this varies depending on whether they have a role model rooster around or not lol. 12 weeks is popular from what i have heard but it can take longer. I bought an 11 week old Rooster that was attempting crowing because there were many Roos where he was in breeding pens, but when I brought him home I only heard him the first few days. He is 13 weeks now. They were in the house a few days when I brought him home and it sounded like my son crying, I was so confused
