Chicks are now 10 weeks old.
They have free roamed for the past 6 weeks but at dusk they would go into a brooder.
About ten days ago I moved them about 100 feet to a 6x8 four sided hardware cloth enclosure to be used at night.
The problem is that at dusk they keep going over to where the brooder was located. I have kept them locked up for one day, hoping it would instilled the new site as their home but nothing so far has worked.
One other thing, the roosting bar is 5 feet high, the chicks will not fly up to it. I place them on it late at night and they remain on it till morning.
Is that behavior common and will they eventually fly up to it ?

Is there room for a lower roost bar? While they should be able to reach it, they may find it more difficult to come down from it, as they need sufficient landing space in front of the bar to make a safe landing.

Also I would've locked them in for more than a day. 2 or 3 would work better. You're needing to override their instinct to treat the brooder location as home.

I would try locking them in the coop for a few more days to get them used to it. Maybe move them from the brooder each night back to their coop. Usually, chickens prefer what they're used to and right now that's the brooder. (Or maybe they're cold, but I don't think that's the case here.)
My birds aren't too crazy about higher roosting bars either, the hens will sit on the roof of their coop but not the bars raised four feet in the air. My chicks, however, love roosting on the bars raised just above the ground (2-8 inches). Just give them plenty of options and they'll figure out what they prefer.
Good luck!
