Pullorum-Typhoid test

I am doing registration for my local show and it says this "All poultry shown in public exhibition in the Commonwealth of Virginia shall originate from the U.S. Pullorum-Typhoid Clean or equivalent flocks of have had a negative pullorum-typhoid test within 90 days of the movement to the public exhibition." I am selling a cockerel I hatched out myself and I need to test him. Can I send a blood sample into a lab or do I need to get the supplies and do it myself? Also do Hoover and Mt. Healthy have Pullorum-Typhoid Clean or equivalent flocks?

I just saw that they tested them when you register them.
