Maybe someone with a brooder would be willing to take the two chicks? It sounds like unless you can split the brooder or give them away/sell them, you’ll end up with dead birds .

And when food is put out, the 9 week old ones will keep the 3 week old ones from eating any

Multiple feeders and plenty of clutter to break up line of sight and provide hiding spots should help with that. Though I would keep a close eye on the situation as it'd be difficult to provide completely secure panic openings that only the 3 week olds could fit into.
