I also have a board in there, the pan is only so big. You don't want them to have to be on top of each other to rest their feet. I'd say probably half the floor of the cage wire, and the other half solid, so they have plenty of room. It just takes a hoe-head to clean off the solid part
ETA: some people have enclosed 'coops' on their quail cages, these would have solid floors and shavings. Then all you'd need is a cover over the 'run' portion of the cage, to deter the rain.
They could go inside the 'coop' to keep warm.
