Quail chick- scabs

I have 5 quails that we hatched. They are about 2 weeks old. One of the quail has scabs all along where it’s feathers are coming in. The scabs are only where the adult feathers are coming in. They are black and crusty. Does anyone have any idea what has happened and what I can do. Thanks

Could the chick have jumped up into covering?

It could also be from a heat plate
