Quail chick with no feather

Hey i have a 4 weeks quails most of them have no feather on their back and head and I can't remove the heat lamp because they are gathering in one place and they are killing each other any solution for this problem

Heat should be removed around 3 weeks under normal weather conditions.....otherwise permanent feather loss can occur on the neck and back. Overheating may also be contributing to aggression.

if I remove light heat some of them gather over each other and some die due to this . I started to add calcium solution into the water in the last 3 days and i start see the diffrence . Also the weather at night it getting low nowdays so i cant turn off the lamps .thanks .
 
What are you feeding them? The two most common causes for the problems you're having are:

1. They're overcrowded.
2. They're not getting enough protein in their feed.
I have a question can u give them powdered milk for new born babies for 4 week quails to give them more protein ?
