I got 2 new quail hens a week ago, and one of the quail(the "dumb" one) is eating my male(the old one)'s poop. I think it's because they were raised in cages and all the poop fell out, so they never got to see what poop is, and they eat it.

Quail will do that...nothing to worry about if that's not all of it's nutritional intake! :lau

On the flip side, it's best that they "don't" eat poop or have it in their drinking water.
Contamination of feed and water with poop can lead to Ulcerative Enteritis.
Over stocking is the usual cause for this behavior.

I only have 3 quail, and I let them out to run around in my basement every day, so it’s not overstocked? Is there a way to fix this problem? The male poops the foamy poop and then the “dumb” female quail eats it after

Even my lil chick eat poop when they are just few weeks old they stop it till they know it's not a food item about 2-4 month old

Eating poop nothing to worry but if they eat alot maybe they get sick my roo caught cocci in his teenage due to eating poop
