Quail Molting Backwards or Plucking?

So my quail started molting (or plucking I'm not sure) a week ago. She started dropping under feathers and now she's dropping tail feathers. She's preening a LOT so I don't know.

It sounds as if she is molting.

Yes, but birds start molting from the head but she's starting from the tail...
