I would guess that your bird is in a lot of pain. Panting is how they cool down and a response to stress. The black on the foot doesn't look good. Is it going down or spreading?

It seems to be going down. She isn't panting, but when I pick her up she's shaking and breathing heavily through her nose, I can hear it. She liked when I picked her up before she got sick.
She is preening herself, eating and drinking, scratching around a bit and of course growling at my other quail when she's around (I only have two females). She makes unusual chirp sounds when I pick her up. She seems to be so angry but she used to be the calm one before.
I also feel bad for my other quail because now she has to be alone all day.
 
It sounds like she's recovering, which is excellent news!

She may be grumpy for a while, after all, who isn't when they're hurting? Can you put them in separate pens but where they can see each other? That will help with anxiety and need for company.

That's exactly what I did four days ago, they live like that now. But she's not responding to the other one. She's so quiet and she's just standing there. She used to be very curious as well, now she doesn't even want to eat carrots or lettuce.

from my experience sick or recovering quail will not eat much even their fav treats. it will take time quail have a good self heal in them if they are in the right environment..a clean bedding fresh water everyday and a warm place while they are sick or recovering..btw what do you use on the floor wire or solid floor? or what bedding are you using?

there's need to be discoverd alot when quails are sick..they need a clean environment and they could also have an irritations with the poops as their poops are very high in ammonia which can greatly irritate their eyes..and i think just only in my opinion the foot might be from the other hen's toe biting behaviour toward this poor quail or bacteria infection which can be brought down by cleaning their house atleast once a week based on how fast it gets dirty..checked their behaviour and watch them closely if toe biting is the case it's better to leave them just like how you put them right now for a couples of weeks

Thank you! I pay a lot of attention to these girls since they live in my room. I immediately cleaned their cage after we got home from the vet. Bacterial infection might be the cause of this problem. Should I do something with it?
