quails piping weird

some of my eggs externally piped around 24 hours ago and they don't really look close to hatching.

The membrane does look dried and hard.

Read a couple of the assisted hatch articles. The stuff for chicks is the same for quail, it is just that quail are faster.

Warm oil like coconut or olive oil can be used instead of water.....

But until you moisten the membrane, you will not be able to see if there are blood vessels there.

I think at this point you need to pop open that membrane and look at what is going on inside...

UPDATE: you can hear tapping and/or chirping from all the eggs but the chicks don't seem to be achieving any progress. the earliest ones have piped around 24 hours ago.

This is a really good assisted hatch article. 24+ hours with no progress is usually the accepted time for when assistance is necessary.

In your situation I'd follow that guide and see if I could help those babies out. The article has really good advice for being able to tell if the baby is really ready to come out yet (once the blood vessels over the air cell have dried and they've stopped yawning/nibbling and are thrusting outwards with their beak they are usually ready). That is the first article about assisting I've read that mentions that yawning/nibbling they do when they are still absorbing the yolk/blood vessels, paying attention to that sign has been immensely helpful for me. :)
