Alternatively you could try to capture some feral pigeons, preferably nestlings about 10 days old or older, and finish raising them by hand.

There are goshawk traps where you put a bait in a cage and a hawk attacks it, and the bait survives. Also, how does the pigeon die?

It's just wearing a vest and the hawk attacks like normal. Generally when a hawk hits a pigeon, the pigeon kind of explodes on impact, so I doubt they survive long... This is a bird in a vest staked down with a string of some sort to keep the raptor from flying away.
