Question.

No apparently when it's hot like in summer she makes it so they don't "over heat" she takes them from under the chicken i also haven't been paying attention to if she actually got chicks from doing that
 
I think the big question is: do these eggs hatch? If your mom gets good hatch rates(say 80%+ of fertile eggs) with the 'cool them down in water' method then I'm disinclined to argue.
It sounds like your mom has been doing this for a while, so does it work?

Edit: I see you say you're not sure. Figuring that out-- paying attention to the eggs and how many don't hatch and cracking them open to see why- is the first step, especially if you want to convince her not to do it.

I think she had a good hatch rate, but I'll see since we're going to let another chicken hatch out chicks I'm going to do what she does to half of them or I'll mist them and leave the other dry
