The interviewer was unaware I never got my offer two weeks ago. He said the state put a freeze on all hiring because of something with the cities. While small towns like this are short handed the cities say they have more people than they actually do so they have to clean up the mess before they continue. He said he's working on getting this towns freeze lifted, but it could still take another few weeks. I'm ok with that
