Rabbits in with birds

No way.

Also rabbits need a lot more care than many are led to believe. I think they’re just as much work as a dog or cat. I’d recommend watching Lennon the bunny on YouTube if you really plan on housing it at all.
 
Rabbits and birds have very different needs. The food ones eats can kill the other, rabbits are sensitive to bacteria and parasites birds are not, when rabbits get sick they are hard to treat because they need more specialized medication, rabbits are territorial, etc. If you had enough space to simulate nature it could work but stuffing a rabbit in a quail cage would probably be very bad.

And I've had some aggressive quail that would definitely hurt a rabbit no matter how big it was

Quail can be very aggressive but that is likely to trigger a like response in the rabbit and the quail will most definitely come off second best. Damn there both so docile wouldn’t think they would be so aggressive thought to put them together for a couple weeks but not now.
