Do you have buttons? Is there a different license to get for quail that you raise to breed/sell than the ones you get to hunt/kill/eat? She was very confused when I talked to her and I got off the phone with her even more confused than when I called. I did the permit thing, anyway, but still not sure what the rules are since she couldn't tell me.
It was actually very easy for us and we talked to the same person. This was the jist of the phone call

Answer You can only sell to a person with a permit and you must record their permit # on a receipt, to sell to out of state requires extra paperwork.

^^ did you ask them what species of quail? Seems if you dont specify they seem to think you're meaning Bobwhites (in my experience but once they realize coturnix ---atleast here it's a big "oh no no you dont need a permit for those just bobwhites and phesants and such".)
