It's designed for poultry, so pretty sure everybody's safe.

I've touched the fence myself a couple times and although the shock is slightly painful, it's not life-threatening or capable of causing injury.

Electric boxes/fences are designed to pulse on a one second pulse, they pulse for a second and then stop for a second, if they just continued to supply energy continuously then yes you could get hurt but since they pulse they're pretty safe (Well sorta of
