Chickens do the darnest things at night! I had several hens over the years that died unexpectantly and they died either of heart failure or broken neck (crashed into wall when something startled them at night).
 
I opened his beak a little with a finger and dropped some sugar water in there, a bit halfway so he wouldnt choke, where it was in his mouth and some went down.


He opened his beak slowly a few times after that and one eye even opened a sliver then closed again. I'm about to try again with the water, it seemed to help him be more responsive. I wish i could bring him indoors but mom wont let me, its currently 30 degrees out here and frost is on the ground, the sun is just rising in the sky.
 
I am sorry I don't have any advice to add, but does your mom know the rooster is sick? Maybe she would change her mind and let you bring him inside.
 
That roo needs to be inside where it is comfortably warm. He should be ever so gently cradled in cuddly towel or blanket. Ideally he should see an avian vet immediately if not sooner. But if that's not going to happen, gently and soothingly keep him comfortable. Be very careful about putting anything in his mouth so that you're sure he can't choke. For now, just warm and comfortable and be calm and soothing....he shouldn't be on his back.

He felt a bit stiffer in the legs, so i stuck him in a box, cardboard because its warmer, and put hay in and a bit on top of him. I dont know if he will make it or not, and there is nothing more i can do.

i wish i could take him to a vet,but we dont have the money and mom thinks its stupid to take him to a vet, she says hes not a cat or dog hes a rooster, and they get killed and eaten all the time

Please try to get him inside. Would your mom let you keep him in a box in your room where he is out of her sight?

Im really leaning towards a neck injury, opening and closing his beak could be from neck being broken and putting pressure on his airway. I know its tough but id cull, Id understand if he was able to stand but if his legs a getting stiff maybe from the cold or lack of oxygen/blood flow. Littlemoon im sure you love him so I know you dont want him to suffer especially outsise in the cold. Culling is a part of owning chickens and doing so to save your lil friend from pain is in my opinion the right thing to do.
