Red comb or squatting - which comes first?

We have two 22-week-old Golden Comets (or so we were told by the seller that is what they are). Recently one of them has started squatting when we reach out to her or touch her back. However, her comb is very pale, and her ears and wattles are also usually very pale (sometimes she gets "flushed", but usually not.) The other pullet has had a much redder comb and face for weeks, but does not squat at all. Is it possible for a pullet to be close to laying without her comb getting very red?

The squatting is a mating behavior and not necessarily related to egg laying. I have hens that squat whenever I go near them and hens who will refuse to squat no matter what, but still lay eggs. These are also the hens the rooster has no luck with.
 
The red comb is usually a good indicator of readiness to lay. Not always though. A pullet can be pale combed till just before she starts, then boom suddenly shes laying and the comb is red. A hen can also have a pale comb and still lay, though there may be a health issue there.
Hey Popcorn did you ever think that the ones who don't squat for you may think that your are not the rooster of their dreams.
