ISA Browns are designed to begin lay at 17-18 weeks. I've raised lots of them and they all lay, full steam ahead, by 18 weeks.
Thus, let's examine some possibilities.
1. They aren't really ISAs. Townline Hatchery in Zeeland, MI is, as far as I know, the only licensed ISA hatchery in the US. The parent stock/DNA is licensed.
2. For some reason their feed was not adequate? Seems unlikely, but should be examined.
3. They are laying elsewhere. An ISA will almost always lay before 10 am. If they are kept in their coop until 11 am, they've no chance to hide them somewhere.
4. Snakes, predators etc (even other chickens) are eating or stealing the eggs.
I'm sure you've worked your thoughts through all these possibilities. Just wanted to mention them once again.
