Its grain mites. We had that problem at work this year. Had to get rid of quite a few bags of feed and fumigate the store. They bite and cause an itchy welt. I Know I was eaten alive before we got rid of them.
 
I have never seen it in my grain but I have a feed mill down the road that grows and mills it themselves. I buy fresh bags every week and use it up within the week. The only other grain I ever buy is whole grains and that too, is feed within a week. Never had bugs in it.

Now I have had moths to fly into the barrels when I open them for scooping but I just call up a few youngsters and put them in the barrel to catch them. They have a blast. I figure those moths are there to start something and I put an end to it as quickly as possible.

Years ago when I bought Purina I never had any problems either but one feed store local here that I seldom visit is always selling bags of feed, not just Purina, that has gotten bugs in it. Some people think that is a real deal and jump at it but I do not buy any grain there anymore. My chickens and duck like fresh grain/feed.

I do not buy feed from THAT feed store any more unless it's a full 50 lb bag and even then only if I have miscalculated and am out of feed during the week and cannot get to my favorite feed store before they close on weekdays. (That's why I wasn't buying a full 50 lb bag, because I wanted to hold over until I could get to my favorite feed store. Now, if I have to get feed mid-week, I bite the bullet and get the full 50 lb bag.... but I also calculate better, now.... so the need to buy feed at that store happens less often.)

We always had trouble with moths in the birdseed we fed our parrots. My mom stores it in the freezer now because they would get into all the flour and pancake mix and crackers and stuff like that.
 
I bought BOGO Purina feed a couple weeks ago. I'm still working through an opened bag of crumbles and am probably at about 50%. I only have nine birds and four of those are banties and three are 5 week chicks. Do you think my two BOGO bags will get buggy before I can use them?? I haven't opened them.
