Rescued a sick tiny chick, please help

Hello! I have a brand new rescue rooster. I went to buy him some food at the local Tractor Supply and once there, I noticed a baby chick that no one would buy. He chirps but he's mostly immobile and keeps his eyes closed. Please help me out. I'd like to make him healthy!

    Some will drink if you just dip the beak in the water. Mine would not. I got my tiny one to drink by putting the water/electrolytes in a syringe that has a hole just big enough to fit her tiny beak in the end. Hold her head up and make sure water is right near the end of the opening of the syringe and stick the tip her beak inside. Once she gets a little in her beak she will tip her head back to swallow it. If you don't have the right size syringe maybe try a short, skinny straw that you can put your finger over one end to hold the liquid in.
 
OK all, he's still chirping and has opened his eyes. I got him electrolyte water, a heated lamp set up and food. How do I get him to eat some food though??
