Rescued this chicken, hen or rooster?

My neighbour called me about a chicken in his yard and asked if it was mine, it was starving and nobody around me owned chickens so I took it home, at first glance I was sure it was a rooster but no crowing, no spurs, no reaction from rooster, no aggression and no rooster comb and wattle, maybe he's just young but what do you think? And what breed do you think its likely he is? If he's a hen I will be keeping

I have 11 hens, would I be able to have 2 roosters? I don't think so but just checking

I have 200 hens. A good call for number of Roos is 1 per ten hens to prevent fighting but still be enough to fertilize eggs.

Yeah so unfortunately I will need to rehome him, but at least he is safe and fed I have a feeling someone dumped him
