The first looks like a cockerel to me for sure.

The first bird is a roo. I look at the pointed saddle feathers. Hens don't have saddle feathers. Around the neck the roosters have pointy long feathers like arrows. A pullet has feathers that are more rounded at the bottom around her neck, then her back feathers begin... without saddle feathers. The saddle feathers on a roo are long and pointed at the end. That's how I learned to tell them apart at this age, because you can sometimes tell by comb and wattles but sometimes hens have big combs. Also, a hens comb won't be bright red until she is laying at 16 to 20 weeks. A roo's comb and wattles turn bright red sooner. If you see bright red combs and no eggs at around 14-16 weeks, then you probably have a rooster.
