Rhubarb struggling!

I have rhubarb that is in bad shape! Normally I would have had more than I would know what to do with, but the last 2 summers now it just has not been producing the same. I have 2 questions, I have raspberries planted near them and some of the runner canes have come up close to the plants and even some in the rhubarb itself. Do you think the raspberries are killing the rhubarb? Second, how soon can I move my rhubarb? Should I cut it all back (what little there is)?
 
They are probably competing too much... Raspberries are heavy feeders and grow fast, and rhubarb takes up so much space.... I would personally move the rhubarb... What zone are you in? I am in zone 5, so if I were to move mine (which is on the side if my strawberry bed), I would wait until spring then dig and move. But I've transplanted in smack dab middle of summer too and things survive, its just really hard on them... Need extra TLC, but as long as its established and recovered by first frost, it'll be fine :)

Rhubarb loves brassicas... Broccoli, Brussels sprouts and the like.. It also provides good shading, but slugs love rhubarb too so don't plant it next to slug lunch, ie lettuces etc.

Rhubarb is tough, but raspberries are space hogs lol...
