= Making someone happy with a dead sparrow.
Mus = sparrow,
Muis = mouse.
Both are common pray for cats.And it doesn’t affect the meaning either.
The actual meaning of the saying is easy to guess: to promise someone something good, which will ultimately prove to be worthless'.
