I've seen one years ago at the Reading, PA show. Purebred Pigeon did a great article on them a few months ago.

Oh I found a pic(my avatar)and they look like the naked neck chickens that have been shrunk.

I know they are very scarce in the U.S. It may be a good idea to import some. You could make some money back by selling some of the offspring.

Found Somthing in The Pigeon by Levi about breeds that are similar to these described. I sumerized
Rumanian Bare or Nacked Neck Pigeon
Orgin: Rumania
Description:
Plain Headed with meadium frontal
Short and featherless legs
Wings carried below a long tail
2 or more inches below the head bare of feathers
Its presumed that the bare spot on the neck is bare from hatching.
