One of my roos seems hot all the time as well

While birds vary in their tolerance to heat (and cold) 45 degree nights should be plenty cool enough. Panting can mean they're too hot but it can alternatively mean they are in pain. Check him carefully for injuries.

Are you somewhere with very high humidity/dew points? If your high is near 90 plus high dew point, that can be very uncomfortable for many birds.

My rooster pants and holds his wings out on some cool days too.
I do look him over he seems normal.
also one of my hens does the same thing. somtimes I worry, but I think each chicken acts differnt to heat.

Yes, he's panting. And I tried putting ice in his water. I'll check him for any injuries right now. All the hens seem to be doing it too.
(did i mention he's terrified of water?)

*UPDATE*

He and the rest of the flock are getting a little better. Tomorrow is supposed to be 92 degrees (according to the weather man).

But I've encountered another problem!
2 of my hens have crops that go from super squishy to hard as a rock to barely even there. They are not acting sick but their crops are weird feeling. Any idea what's going on with them?
