Roo or Hen?

These are our 7(ish) week old Buff Orphingtons. We can't have roosters in city limits. I'm thinking this one is a male, because his slower tail feather development and his blood red comb and waddle. At first he was just about smaller than the rest from the same hatch but his comb and waddle are much more developed in size and color. Opinion?

Looks like a roo to me also. I currently have a similar situation with my Lavender Orpingtons. I bought 2 and one turned out to be a roo even though I was purchasing pullets. I currently have a silkie roo and given his docile nature, having a second roo is not possible. He always ends up the underdog. Unfortunately if I can't find someone who would like to adopt him he will end up going to auction. Breaks my heart every time.
