Looks like a roo especially with white spot on head !

Roo the comb coming in and the white dot on the head is a dead give away

Yes if this chick was a sex link or a barred i could see the coloring saying this but the roos spot is normally bigger and less defined anyway is it not?
Don't give up yet, Leghorns have really big combs, even the girls!
Just wait until they're 6-7 weeks old. By then any males will be obvious, with huge red combs (Leghorns can be easily sexed very young).
With that cross, the coloring isn't indicative of either boy or girl. It is not a sexlink of any kind. Apparently the White Leghorn rooster has some California Grey in his pedigree.
At three weeks old, considering they're half Leghorn, I don't see any obvious roosters yet.

My guess, a cockerel. That is very odd that you would have a black chick with a barred pattern like that come out of a Leghorn and Golden Comet.
The spot is a dead give away for a Barred Rock, but with the parentage you are stating, this is odd. But there are couple of other things that are making me lean toward cockerel. The legs look like they are pretty hefty for a pullet, especially the breeds you are stating. The comb, though both the parent breeds have larger combs on the girls as well, this seems pretty large for girls of even those breeds. The other thing is the way it is carrying itself. What is the chicks behavior? When you hold your hand down over top of the chicks, does it coward a little or does it reach up to see what is going on? Sometimes that is a good indicator of males, the ones who reach up.
The only thing that would make me hesitate is that it is feathered pretty well for that age, which often indicates pullet.

And, are you sure there is no way a Barred bird could have sneaked in this mix? You know it takes about a month for a hen to be "clean" from previous suitors when you put them in with a new roo?

No other rooster was ever in with these ladies 35 of of them one of him been togather over a year now.
Then I would think that the so-called White Leghorn is really a California Gray. Not all of them show spots, and I think that is about the only way to tell the difference between them.
Roo. Look at those thick legs in the second picture.
I would say cockerel with large comb and heavy leg shanks. Also the white spot on the head is another indication he is a cockerel.
