Well it is always best to quarantine birds that came from diffrent places if you have seen where they came from and are posative they are healthy birds you could go along with the introduction process

If you absolutely don't have a way to do this then you can put them together right away at the risk of yours getting sick. I am sure a lot of people do this with out a problem.
 
I'm not the most experienced person on here, but if they have proof of a vet visit and proof that it doesn't have any disease lice mites fleas or anything, and YOU SEE THIS PROOF then I would go ahead with introduction. Don't take their word on it though, unless of course its a trusted family member or something like that. Someone with more experience may come and correct me though.
