Roos?

I'm pretty sure one of these is a roo. Now thinking that there maybe another questionable one. They are about 5 weeks old.

So my real question is how do I make a "flock" of only 2 hens feel safe? Assuming that chickens subscribe to the safety in numbers theory. Get some sex-linked chicks?

If so, would I still need to keep them apart until the youngest were 16 weeks old?

The chick on the right is the one that I first thought might be a roo. That ones tail feathers look different than the other 3 birds.
