Rooster acting weird

I went to let out our chickens this morning and noticed one of our roosters missing so I went to look for him and found him in our shed lying and and I was able to walk over to him and pick him up. He doesn’t seem like he can balance well on his legs. He is eating and drinking. Yesterday our other rooster was chasing him around and being mean to him so I don’t know if he could be the reason for this or what.

He could simply be scared. Any wounds? Also check under his wings for lice (I had a bad case once and weakness in walking was one of the only signs)
