Hard to say, without seeing the bird in question. I expect a roo to come charging across the yard to challenge me until he gets close enough to see who I am. I expect him to not be attacking me or my family, we hand feed our birds several times a day.
If he wants to continue to bite the hand that feeds, I'll try to correct him, or he goes on the BBQ and I get a new roo. So far, I only had one that was such a pita that he was gonna get eaten (kids had already renamed him BBQ), and one of my friends inexplicably wanted him for breeding. I guess if you're pretty you can get away with a lot with some people...
Anyway, there's a wide range of agression in roosters, and we all have our own limits as to what's acceptable.
