Rooster breed

What breed is this rooster? It seems to be a Bantam of some kind. My hens are twice as big as he is. Also, he just showed up this morning on my pasture. Do roosters roam? I have 7 neighbors and no one owns this guy. I thought they stay and protect their flock. I'm wondering if someone dropped him off. Thanks!

He looks like an Old English Game Bird. They are common in unsexed bantam assortments from hatcheries. Maybe someone thought that it would be a good idea to abandon him near a place with other chickens?
