Rooster causing strange feather loss (not by mounting) >:(

I’ve reintroduced one of my hens back into the group and my rooster started ripping ripping out her face feathers!!! It’s not even like a malicious peck or anything. It’s so strange, they start staring at each other for like 15 seconds and he starts going to town on her beard. She doesn’t seem to mind because she just stays there staring at him. I have another hen THAT LOST HER BEAUTIFUL BEARD and now i know why. He’s a compulsive feather ripper! How do i get him to stop before he makes my hens bald.
