Is he a small rooster? He may be small and the hens or other roosters you have are attacking him

That may be the problem but want to be sure
This rooster is kept seperate with 2 others roosters of same breed as the 3 are agressive and too big for the hens. Much larger breed. The 3 get along well and only show pecking order once in a while but have not seen any aggression recently and that one seems to be on top of pecking order.how many hens do you own and how many roosters?
I'm thinking he is being pecked. The scabs and black dots could be dried blood and the feathers on his comb are stuck because of the dried blood. He looks like he is being pecked badly.
You may have to look at the space you have. Do you have enough space for everyone? In the coop, in the run, and on the roosts. Chickens need plenty of space and bad pecking can happen if there isn't enough space or places for them to hide and get away from each other.
That is what I was thinking but needed to be sure was not illness etc. The have plenty of room to run and ventilation when in coop. I will break them up for a while and allow healing - he is only in with 2 others as they are much larger breed and cant be with normal size hens. As chicks they were mislabeled when we purchased and turned out to be different breed and not hens. Still keeping them for now.
