Rooster feather plucked by hens

Hi,
I have a 12 month old copper Maran rooster who has started to be pecked at by the hens. He seems submissive, and they are pecking at his neck and comb, he is squatting and allowing them to do this.
Any ideas on why this is happening? He is still crowing and mating with the hens.

That looks bad.
I'd separate him so he can heal.

He’s in a seperate coop now. We will give him some pain relief and TLC he is a beautiful rooster.
