I don’t have experience with roosters nor Marek’s. However, his movements indicate a neurological problem to me. I, too, suspect Marek’s. Sorry.

What makes you say mareks. Specifically? He’s putting weight on his feet and he has enough balance to top a hen. His weird actions in the pen I think are because he’s probably terrified of the dog.I don't think his feet are making him walk like that. His weird actions are what I call ataxia. He's stumbling and walking like he's drunk.
