Rooster/hen fighting?

I have a trio (1 roo, ooga. 2 hens, sage & jade) silkies about a year old. Sage decided to go broody, been 4 days now. Jade seems to be taking the cue as welln she spent 1/2 the day sitting Next to her sister. All day today ooga rooster has been beating her up, chasing her away from the food dish, pinning her down and each time he comes near she will drop her head, puff her feathers, raise her butt like a broody. I don't understand Ooga's behaviour.
 
She may be resisting his attempts to mate or her changed demeanor due to broodiness may have caused him to regard her as a 'stranger' that needs to be subordinated. Regardless of the cause I would separate him from the hens if he were mine.
 
This is frustrating. I have no where else for them to go unfortunately. They are a sub flock that is picking my "chicken cube" where i keep quarentined/grow out group as the trio never integrated into my main flock. I think you are right he is just frustrated that both are broody. He was tidbitting to my RIR's when my main rooster wasn't around. I'll just keep an eye on them. I ordered 6 chicks that should be ready on 8/2. Here's hoping they take them!
