If getting a vet isn’t an option what should I do.Good.
Her crop has some water and a hard little ball and she hasn’t ate yet or drank I have given her some mls of water. I don’t want to cull nor does my mom since she’s telling me what if there’s a chance she recovers and she killed her before she could. She has been like this for 9 daysTake the food/water out of her cage tonight, then check her crop in the morning. It should be empty.
If it's not, then let us know.
I understand that a vet would possibly be able to isolate what’s going on, but there are other factors to consider.Don't OVER-water her. Give her about 1-2ml of fluid every couple of hours. Push your mom to get them to a vet. They really need it.

1. “Avian vet” doesn’t necessarily mean “chicken vet”. They may only treat tropical birds such as parrots.
2. We don’t know OP’s family’s financial situation. Practically speaking, it costs a whole lot less to replace a $10 bird than it does to take them to the vet. So unless OP has a job and the extra cash to pay a bet bill, pushing Mom to take the bird in may cause a family issue. No chicken is worth that.
We have used over thousands on them in a year that’s why. I have had two hens suffer. One with wet pox she had the loudest breathing and it scars me as well a hen that suffered of cocci but all wet from diarrhea and terrible sneezing and eyes closedI hear you, and of course there are other factors to consider, but these birds have been suffering for days on end in Texas heat.
Sure, it does cost less to replace a bird, but some of us don't look at life as a financial equation or a cost trade-off.
Finally, if a child trying to get help from their parent regarding a vet bill causes problems in the family, then the "family" communication problem tells me that they probably shouldn't have chickens (or any other animal) in the first place.
Leaving this to a 16 year old child to struggle through is unconscionable in my world... :-(
