Rooster not acting normal for about a week. Lethargic, fluffed, away from flock, stands still, or just lays down. Bubblefoot??? Please help!

That should be perfect while you were waiting for him to bring those I would do research on how to do it with chickens since their beaks are shaped differently I'm not sure how that works my fingers are crossed for a little one

Just take a deep breath. So you have an avaian vet near by? I know you can't take him in but maybe you could explain the situation to them and see if they can make suggestions over the phone or at least offer supportive care for low cost?
