Rooster not crowing?

So just to update on Popcorn's lack of manliness: still no crowing. He's starting to hang out with a little group of pullets that were born in the spring so that's a plus. The older hens are either ignoring him or attacking him (just the mom with a baby does this).
He's started tidbitting with treats quietly, mostly like he's talking to himself.
Poor guy probably never got the chance to be a rooster at the last place he lived.
I know I'm complaining about something lots of people here would love to have (a roo that doesn't crow!) But I really wish he'd step up his game because I do really love hearing crowing in the morning. Also he needs to man up so the older hens stop throwing themselves at my boots. It's just embarrassing.

Update: Popcorn is crowing FINALLY. His comb has turned red and he is *ahem* doing his duties although the older hens don't have time for his nonsense.
