Rooster or hen Rhode red?

Do you think this is rooster or hen, 16 week old Rhode island red? Supposed to be a hen but someone else said it looks like rooster.

Definitely a pullet. Not sure about the breed.

Looks like a pullet, but I had a late blooming RIR roo that even won best in show as a pullet a month before he crowed lol. Won the next year as best of breed and best in show as a roo, he's the one in my avi photo.
