Rooster or hen? What breed?

I cannot tell whether this is a rooster or hen and I don’t know the breed.. we got them in March as chicks.. we had one rooster already which unfortunately got taken by a hawk, but for some reason I can’t help but to think he’s a rooster! Can anyone tell me which one and what breed it looks like?

You have a pullet. Possibly a Golden Phoenix.
That’s what I thought, the only thing I found weird was when we introduced a few new hens last week she puffed out her neck and got on top of them almost like a rooster would.. thought maybe it was just pecking order but none of our other hens did that.. and I also thought I saw some spurs coming in but i might be mistaken
 
She's a pullet... but not sure on the breed.

My hens get puffy like a rooster when they’re mad or when they don’t want to be bothered by my younger rooster. All chickens grow little nubs where the spurs would be but roosters will grow out into spurs. I hadn’t that same scare with mum first batch of chicks. She’s very pretty.

How old is she? If she is mounting other chickens then she is most likely a hen.
