Rooster or Hen

I have a difficult one... White Cochin that is obvious its a hen and its 'twin' is frizzled but larger comb and waddles... I'm starting to think my frizzle is a rooster... My other rooster (rose comb) is same age and has been crowing for over a month. Nothing out of frizzle.

I agree re: "what breed or gender is this." The clearer, the picture the better the evaluation. Bars in the way, too many chickens on top of each other etc. are not good.
