Hello! Your picture doesn't show up. I will say that it's possible that your rooster could be a late bloomer. So I think you just have to wait and see. What kind is he? In my personal experience with roosters, the larger the breed, the longer it takes for them to mature into full feather.

Didn't take a pic. He is a RIR mix. He is much bigger than the others, but very short tail feathers. The ones he has are a green tint.
