Well, that foot isn't as ugly as I thought it was going to be. It still has pink to it showing blood flow. Look at the pads as well.
How long has the band been off? What does the band wound look like? If it isn't oozing, puss, and putrid smelling, then some good old fashion TLC would be good if you aren't going to the vet for a check.
I would gently clean the band wound well with gentle soap and water, trimming any wayward feathers out of it, and then squirt Chlorhexiderm on it (my favorite) to flush it well. Many use Vetericyn. I would do that several days. I'd also put on some bacitracin salve and watch very closely to make sure that the swelling is going down and that nothing is starting to look ugly and smelly and the toes stay moving and good looking.
As to the other bird's breast. It is too hard to tell in the photo what may be going on. Your eyes will have to look closely to be certain the skin is not scaly, peeling, or looking irritated (which I may be seeing a bit in the top of the photo). It doesn't appear to be swollen or sticking out, but from that angle, I can't really tell. It just looks like a normal breast in size to me.
You will need to look to see if there are any small insects crawling. It may be feather loss due to mites, especially since there may be some scabby areas. The skin can get red and irritated from mites/lice as the bird pulls out feathers to rid the insects. If you see little beasties, or dried blood trails, or white nits on feather bases (look especially at the vent), you'll need to treat the bird liberally with poultry dust then retreat in 7 days, then retreat again. Pay special attention to the breast, vent, and under the wings. All birds should be treated as mites/lice spread quickly from one bird to another. Gordon's poultry spray is a quick way to treat a larger flock.
If there are pin feathers coming in (I can't see any in the photo), she is probably just molting.
However, if the skin is healthy and bare, it looks like a plucked breast of a hen that is wanting to brood. Has she been lingering in the nest box or a dark corner puffing with intruders? She is then wanting to hatch eggs. Hens pluck their own breast feathers out to get better heat transfer to the eggs. Nothing to do about it except either give her some fertile eggs to set (my choice personally) or put her in a broody buster cage with air flow in the bottom for several days. The feathers will regrown after she is done being broody.
