Rumpless barred rock or?

Is she a late blooming rooster? She is 23 weeks old and had neither layed nor crowed. Here's a few pictures

The other ones are pulling out the feathers my barred rock was the same way I caught them red handed doing it.They will grow back mine is almost back to normal.

She feathered late and never had tail feathers, even when the others grew them in.

Weird she looks identical to what mine looked like.

She is the one in the back, around 7 weeks

Maybe she is a late bloomer mine are 21 week's today and she's almost back to normal her sister has a beautiful tail compared to her.
